Announcement - Policy Regarding Payment Of Cash Proffers Effective February 1, 2011
At its meeting of January 26, 2011, the Hanover County Board of Supervisors revised its Cash Proffer Policy pertaining to the timing of required cash payments. The previous policy applied only to cash proffers accepted as part of a rezoning which occurred after July 1, 2010. The new policy applies to all cash proffers accepted as part of a rezoning, whether that rezoning was approved after July 1, 2010 or before that date.
The new policy is summarized below (A policy statement and acknowledgement page will be added to the building permit application):
- A property owner, or an authorized representative or agent of the property owner, can submit payment of a cash proffer at any time between application for a building permit and issuance of a certificate of occupancy.
- Should a property owner not pay the cash proffer prior to a request for a final inspection which may result in the issuance of a certificate of occupancy, the issuance of a certificate of occupancy may be delayed beyond the regular processing time by up to two work days after payment of the cash proffer in order to assure proper receipt, processing and posting of the payment prior to issuance of the certificate of occupancy.
